Rules and restrictions for skill and competence editing

Rules and constraints for defining the role of executor and/or executor-reviewer:
- The role is defined for each project separately and each member's skill separately.
- By default, a team member is a executor -reviewer in all skills
- By default, the team member is a performer-reviewer
- In different projects, a team member may have a different set of roles as a performer and/or task reviewer
- If the user has selected only one functional role of an executor for wf stages, the system will not include this team member in the list of potential performers for the task, regardless of the set of skills and competencies the team member has and the assignment criteria defined for the executor (in the company settings) and for the reviewer (for the review stage).
For example, if a team member is labeled "executor", the system does not include this team member in the list of possible reviewers for tasks in this project, regardless of their competence.
If "reviewer" is ticked, the system will not assign an executor to tasks in this project, regardless of their competence.
If both roles are checked, the existing task assignment rules apply.
